What does "Used 10.11MB of your 9.77MB global upload quota" mean?

I'm seeing this now before I try to load up a pic.

Help me . . . . . please . . . . . ahhh.......

    I think you are over your storage quota. You need to cull some old pics before you load some new ones.

    The picture file is too large. Resize it and it should work fine.

    Yea - tried the resizing deal - I'm well within the maximum size - still a no go.
