can anyone tell me
Looks like a bilge pump to me. Pumps water out of the hull back into the lake. Bilge runs off your battery. I only turn mines on if I need to remove water out of the hull while I'm still fishing. I'm still a boating greenhorn. Other more exp'd guys will give you a better explanation.

New member...Bass Radier 10E suggestions....
I just used the Bass Raider 10E's pre-wired outlet for my TM. Ran separate wiring for FF to avoid distortion. As for nav lights, I used the portable LED bow & aft nav from Cabelas that clamps onto the hull. LED's are very bright and runs on AAA batteries. If you haven't already done so, loosen the screw under the TM head and turn it around so you can use the TM on your bow rather than your transom. That way you can utilize the TM outlet and fish upfront. IMO, it's easier to fish and control/steer your boat with the TM pulling it.

Battery and charger advice for small boat
I previously had a 10' BR as well. Ran a Group 24 battery from Sam's Club for my 36lb thrust tm and ff. Fished 4-6 hrs and never used more than 25%. Also used a Schumacher marine charger from Wallyworld that works great. But I used a small outboard as my main propulsion. Since you're using a TM as your only means of propulsion, I'd say get a bigger battery with more reserve capacity. That way you can make longer runs without worring about if you have enough juice to get back. Good luck!

If You Wanted To Mack Out A 10' Jon Boat...
I'm trying to think outside the box, though. I hope you're not thinking of decking to the benches or above. Cause if you are, you might fall outside the box.

Smallest Battery For My 30 lbs TM?
Yep, I'd go with a group 24. That's what I had in my previous Bass Raider running a TM & depthfinder.

Catch & Release
I catch and release all bass. Crappies over 10" don't have a prayer.

Confidence Lost...
If it weren't for bad days, you wouldn't know how to cherish the good days. Keep grinding and having fun, don't put the added pressure on yourself. This is coming from a guy who's been shut out thus far.
