I have a Pflueger supreme and a stradic fj. Both are excellent choices for a spinner. Idk if the ci4 is worth the extra $ over an fj.

Best Baitcasters In Left Handed For Inshore Salt And Freshwater?
I use a Daiwa lexa, and Shimano citica e in the salt. No problems thus far each is rinsed after use. There are inshore reels out there but they usually come with a pretty high price tag. A lot of guys use curado 300e but I've never had one. Pretty sure that unless your consistently dunking your gear most reels will handle salt water as long as you take care of them routinely.

Looking To Buy My First "step Up" Spinning Reel.
Here's how these threads tend to go. You'll get some guys that'll say Shimano is the best. Then you'll get some guys that'll say there's no better value out there than the president. Then you'll get some guys that'll say it doesn't really matter since your only bass fishing. I currently own 2 pflueger's (President, and Supreme) and 2 shimanos (Symetre, and Stradic). Both brands are very smooth. I haven't ran into anything that would really test the drag so can't comment too much on that. One thing I like about the President was the bail. Might seem trivial but I liked their's over shimanos. Anyway, of the 3 you listed I'd go w the President. If you can spend a bit more or look around get a used symetre, saros, or even an older stradic.

I've read people use laundry detergent bottles filled with sand. Haven't tried it but I'm going to give it a try once I get an anchor trolley

Spool Tension
Yeah I'm going to mess with it some more. Like I said I can adjust my other reels just fine, brakes at 0 etc. Just this one isn't working. I have a Lews TP that's just plain awesome, so I know the higher end reels are great and wasn't sure about the lower.

Mag breaks, it's the model above the laser spool. I can adjust my other reels just fine, set the brakes to 0, hold the rod at an angle. This one reel just doesn't seem to adjust

I can't seem to get the right tension to dial in my reel. It's a lews speed spool. I can't get a controlled fall, it's either free fall or no fall at all. Is there anything I can do to make it adjust easier or is it just the way it is?
