what lure should i use when fishing off of a dock with lots of submerged weeds and many lilypads

I would recommend weightless senkos and soft plastics along with spinnerbaits and topwater frogs( for fishing in the lilly pad)

As far as I'm concerned, you can use any lure type that the cover will let you get away with. Basically what Mlbassin said except I'd add the appropriate depth crankbaits if you can fish them without the weeds ruining every retrieve.

A great tactic for targeting the tops of the weeds for active fish is a floating worm.with just enough weight to get it down to the weed tops. Pop it will your rod tip when it stops sinking (it'll lay on top the weeds) and let is settle back down. That's also a great way to locate any pockets as it will take longer for that worm to settle.

Frog, frog, and a frog. Get a hollow body frog and a heavy action rod with 65# braided line and you will catch lots a bass and get an excitement that will make you want to fish a frog all the time when the weather is right.

A jig for sure. Probably 3/8 oz. 

Well it is hard to give an exact set-up not knowing depth and everything.  But I would weightless a soft plastic craw (creature bait), or if there are a lot of lily pads maybe a frog?

I'd be flipping a beaver bait at those docks and through the lily pads. Make sure you use braid to help get them out of the vegetation though.
