Now all we have to do is figure out if we are going to tell you can only CC or OC, or both...carry method is the only thing you can control of the people....... but until we make up our mind, yall just hang on we might have to let the supreme court figure it out.... if so we might all need a gun.

It all depends on your county. Pretty much a given up here in the hills where I live but in the Bay Area and SoCal it is generally very difficult. As a business owner hopefully they'll quickly grant you one regardless.

I am not a lawyer..... but it SEEMS, and I stress SEEMS, they are PERHAPS inching their way to being a "shall issue" state(sounds crazy I know). Without reading both full statements, it seems they are leaving wiggle room for both sides.
