Must be a 480VAC star. Your probably losing a phase. Check your Voltage between Phase to phase then phase to ground. Assuming it's a four wire WYE configuration its most likely gonna be A,B, or C phase missing.

90% of the time when troubleshooting lighting it is the bulb. Down right frustrating when the new bulb from the box is bad. That's how you confuse an electrician for hours.

Oughta try troubleshooting 4160 VAC. Its a down right pain in the butt. Especially, the dang "space suit" you have to wear before they kill the voltage.
