what are your favorite finesse bait for shallow water? the fish have really gotten picky and are eating really small baits which isn't my strong point so any advice would be appreciated

Try throwing a  Brewer slider worm on 6 or 8 lb test,  or a Chompers centipede split shot style on 6 or 8.   Maybe just throw a senko

Wacky rigged 3" or 4" senko or a Keitech 4" Swing Impact, weightless.

Drop shot a wacky rigged 3" senko, or zoom tiny fluke. Yes you can drop shot in shallow water. Or burn a small crank bait or a swim jig.

The fishing has been slow here also,i just picked up some zoom tiny brush hogs a couple days ago and rigged them on some charlie brewer slider heads . I plan on trying them out after work if they are successful i will post later.

Thanks guys. I got to fish for about an hour today with some shaky worms and didn't do horrible I caught one and missed two. I still haven't gotten used to this light tackle. I also got some scrounger heads and small flukes i will try this weekend if I have any success I will let you know.
