What is the best jig head for flukes and what size fluke should I buy for a 1/4 ounce jig head.

Agreed, I never use a weight when fishing a fluke, and it's been one of my most successful baits. 

I would fish them without a jig head but I'm fishing in deeper water. So what are your favorite jig heads

I have to respectfully disagree with you guys that don't fish flukes on jig heads. I like to bite about a half inch off the head and use 1/4oz minnow head style jig heads and bounce and jig the flukes in rocks and current. This has been particularly successful when the river is high and muddy using a jet black fluke. This tactic seems to yield some larger fish. The fish below was caught in clearer water using a baitfish color fluke and jig head.

No, super flukes are fished like that. Zoom flukes were designed for jigs heads (no cuts in the body). 

 

The regular zoom fluke works great on 1/8-3/8 jig heads for every species you can think of. One year when the walleye were feeding on big shad, that is all they would hit! And we caught a lot of smallies and largemouth mixed in as well. I use the tiny fluke on 1/8 heads for walleye but its a pretty small presentation unless you are finessing.

I pour my own heads I use for swimbaits that works very well for flukes also. It's a small casting jig head with a 3/0 hook, 1/8, 3/16, and 1/4 ounce sizes. 

I know someone else that does this. Remover half a inch off the head and jig it. Flukes and keitech fluke style bait as well. Works for him. I've been unsuccessful like that with the flukes. Any how I use the gamakatsu weighted 4/0 hook. So to the OP to answer your question, I have no answer lol
