In a pond near me there is a small concrete dam. What should i fish near it? i got a few with cranks and the storm twitch stick but what else would you guys fish by it?

The Ned or a small finesse jig. There's always lots of craws near dams.

Is it just straight concrete, or is there rip rap on either side? If it has some rip rap, I'd probably be throwing a crankbait at it. 

Jig, pop r, t rig rage craw or baby rage craw is what I'd start with. I like to start with bigger jigs, then if I'm not getting bit, I'll switch to a small finesse jig with a baby rage craw or 702 craw

Anything . Should be an easy spot to fish .

Jig, dropshot, senko, trick worm, ned rig, topwater, etc. Just fish it.

The dam has a run off area?

Fish the area along side the run off parallel to the dam.

Skip fan cast the area don't put your casts on top of each other.

I cast it as far out as I can, do a sweep back with the rod so it hits the bottom then reel it slow enough to keep it there.

Every dam has a few structure elements that hold some bass. Look for the transitions at both ends of the dam and any structure nearby. The dam will have some type of outflow structure, fish that.

Bass normally crush the parameter of a pond and stop at structure areas for awhile, the dam is the largest piece of structure.

Cold water period, jigs and T-rigged worms/ craws is all you need.
