Too soft of tip and you can't get a good hook set with 3/8 bass jigs with medium to heavy wire hooks. Easier to cast sometimes eliminates most jig rods.

I know of a rod that meets your goal at $175

This will sound strange but I fished this rod early this week using 1/4 oz jigs and 3/16 oz T-rigged worms with Owner 5301 size 2/0 hook just to test it out. Major Crafts new Don Iovino Top Water Splash-It rod. The rod is designed for top water but reminds more of a Doddle rod with flexible tip and loads up good to set jig and worm hooks. This is more of a all around rod then how it's labeled. The rod is  6'8" Fuji micro guides and reel seat, split handle very well made and weighs 3.6 oz.

Cabala's Tournament ZX 7'1" M Mod, best rod for treble hooks and light cores. extremely soft tip, light and great grip style.

The Phenix recon elite 715 is exactly what you need! I use it to pitch and skip 3/8-1/2 jigs. Plenty of backbone and a really soft tip. It's not in your price range but it's exactly what you're describing.

Knowing this, I would pick up a St. Croix Mojo 7'1"mhf, it's way softer in the tip than the lengend tournament equivalent. Similar to the swim jig finesse from the legend tournament line.
