most swimbait jigs have larger hooks.

Personally if I want to weight a fluke, I either use a belly weighted hook or I Carolina rig it.

I have some of exactly what you are looking for but can't for the life of me remember where I got them.  I pulled them out in desperation while in Wisconsin last year when I couldn't get bit on a dropshot or Ned rig.  I put a 5" Yamamoto Pro Senko on it and drug it down dropoffs.  Got all my fish on it.  Here is SpotSticker Jig Head Magnum 4/0 1/8oz 5 pack but it is 1/8.  I'm pretty sure that will work as well.

nail weights offer a great deal of control over how the fluke glides and falls...

shank weighted wide-gap swim bait hooks also work well.

Why don't you ask "the Godfather" what jig heads he recommends?

He recommends 1/16th ounce jig head with a long ewg hook

Let me rephrase that... If he told you what to use, why don't you ask him where to get them?

I thought I got some from Dave's Tournament Tackle, but I only see 1/8 on their web site right now.  You may want to give them a call.  While you're at it, try his other finesse heads....DTT heads, mojo weights, Owner Ultrahead, and Charlie Brewer heads are pretty much all the finesse terminal stuff I need.

You might try an ultrahead, but I doubt the gap will be enough for a fluke...maybe a jr fluke

Just peg a 1/16oz bullet weight to the top of a 4/0 hook.

A weighty issue!  Ha!

Damiki Pandla Jig Heads come in a 1/16th oz. and 4/0 hook, among other sizes.
