I'm trying to find what this is and I need a tool for it.  Any luck to help me find what this is or what tool is needed

I should of added that the is for a semi truck hood.  Its use to secure and lock down insulators for the hood by a screw.  And is pressed on but Im trying to look for a tool for it and the name

    Contact your local auto body shop.  I just called them spring tension caps and used a socket that fit the outer edge and tapped them on with a rubber mallet.
