I make my own and color code them by weight.

 

1/16..brown 

3/32..green

1/8....red
and so on

 

I know one guy who says chartreuse is the color head for small mouth and walleye.

Chartreuse in algae-stained (greenish) water, red in tannic (brownish) and muddy water.

 

But not necessary; only to add a little "pop" of visibility.

 

If I'm not mistaken, Ned himself uses pretty much any color, anywhere.

After reading the story about Ned and Shin Fukae (probably here) I started painting them red, and have bought a few orange and chartruese.

Red, chartreuse, candy purple, and pink are what I paint a majority of my Ned rig heads.

I don’t think river smallies care about Ned Rig head color. 
 

They don’t seem to care about jig head color on a Power Grub or Kailen or Zoom Grub either.

Agreed. I leave mine unpainted and notice zero difference versus the painted ones I've used in the past.

I've never used anything other than black or green pumpkin and never had a problem catching fish.

Almost all my jig heads and weights are one of four colors: Plain, Black, G Pumpkin or Brown. This includes Ned Heads.

Painted Ned Rig jig heads can help ! Besides the colors mentioned above (usually powder painted) - Tom in California got me started using Testors enamel paints on small jig heads with good results ... Testors makes a color called: "Rubber" which is a purple / brown color unlike any color jig head I have seen before (which at least instills confidence in me) .
