It depends on what club or series you are fishing in.  Each one determines their own rules.  I think you can in KBF but I don't think you can in the Hobie Series or BASS Series.  Local clubs will vary as well.

I've never seen a trail not allow trolling a lure. I imagine it being difficult if you have to paddle, some tournaments allow motors, some don't. 

KBF and BASS allow electric motors. I think BASS even allows gas motors up to 3hp.

This is from the BASS Nation Kayak Series rules: Trolling as a method of fishing is NOT allowed. Long-lining and drifting with current/wind are allowed.

 

This is from the Hobie BOS rules: Trolling as a method of fishing is NOT allowed. Long-lining and drifting with current/wind are allowed. Trolling is defined as directly using the vessel’s propulsion to present a lure.

 

KBF allows trolling in their tourneys.

 

Local trails will vary with their rules on trolling.

That's something I've never seen before, but I haven't fished a BOS, I wasn't aware of all of their rulebook. I wonder why they made that decision.

Recent learning experience for me, KBF and BASS allow electric trolling motors up to 3hp. If your kayak has a hp motor rating of 1hp you can not use a 3hp motor on it. Several brands do have hp ratings. If your kayak has no horse power rating your good for up to 3hp. Hobie is in the process of updating the hp requirement for the PA line to 3hp. When they paired up with Torqueedo and came out with the Evolve option (1hp motor drops into the pedal drive slot) a couple of years back. that is where the rating came from for Hobie.

Yeah, I remember reading about the Torqueedo deal a few months ago. 

 

This is a good reminder to carefully read the rules before you enter or fish in any tourney.  I believe the no trolling in bass tourneys start with B.A.S.S.

Same here on the trolling.  I think the erratic slowing down and speeding up of the lure from the paddling is a big strike trigger.
