If there was a "perfect" size range for golden shiners or other forage to catch more bass in the 4lbs+ range in central Florida, what would it be? I'm catching plenty nice ones up to 4lbs but I still have yet to punch above that size class down here. 

There is no perfect size for specific weight class of fish. 
If you’re intend on using live bait a 4” to 8” shiner will get bit by them all. 

If you targeting your pb I’d stay in the 6” and up size with a few 10” in rotation. They’re not cheep. 
 

The bigger ones will cost you from $10-$14 a dozen. You can expect to go though a few dozen for a full days outing. 
The best way is to catch your own, It’s not hard to do. 
 

If you’re consistently catching 4lb+ fish using what you are the bigger girls aren’t to far away. Just keep moving

Recently caught my PB (12.4) at ToHo fishing a 5" shiner. Caught  20 more on 4-6" bait.

Alright fellas, thanks for the help. Now I just need to find a place to cast net bait.

Over 8 inches for the bigger fish but they occasionally eat smaller ones. 
Catch your own with chum and a cast net.

Don’t  waste Your money on hatchery raised shiners. They are grayish colored, not golden. The bass know the difference.
