I am looking for a finesse spinning rod, under $100, it’s just for small Ned baits and worms.

Rod I ordered that was just delivered today would probably do the trick for you. $75 from just about anywhere.

I feel like if you're going truly under $100, and not maxing that budget out, you have to go with the Dobyns Colt or Daiwa Aird-X.

Personally - having Aird-Xs in my inventory and having handled Colts...I'd take the Aird-X over the Colt.
