I have some Gamakatsu belly weighted hooks for use with flukes and paddletails. How would it work if I add a swivel and blade loose on the hook above the weight? Will it work as an underspin?

Sure, why not? 

 

I'd also add a tiny stopper to keep the swivel exactly where I want it on the hook if it's going to interfere with anything.

 

Or try a Zappu twin blade. Comes in multiple styles, colors.

Check out the Gambler Duz-It if you decide you want something already pre rigged. 

They come in various keel weights on a 6/0 or 7/0 hook with a gold or nickel willow blade that you can adjust on the shank. 
 

I use them depending on conditions for both a Big EZ or Skinny Dipper depending if they want more thump or wiggle

Thanks for the suggestions. I was thinking more of the stuff I had, wondering if I could rig something up without buying anything more just to mess around with.

Tinkering with lures is a part of bass fishing, just do it!

Below the weight you can use a skirt collar over the end that attaches to the hook.
