The Rick Clunn series from Lucky Craft.  I'm a huge fan of the RC 1.5 and 2.5  

I don't know if you consider it a crankbait, but the Rat-L-Trap is also a fantastic shallow water bait.

My vote goes for the Mann's Minus Series.

The manns Minus 1 goes from one foot and up...

Mann's Minus 4 goes from four foot and up.... etc.

GREAT shallow cranks at a reasonable price. $4.00 and under at Dick's for example.

I 've had a lot of luck this year with Mann's 3/8 oz shallow diver.

No such thing as "THE" best one crankbait given everyones unique water conditions, but I've caught a ton of fish over the years on :

Bandit 100's

Mann's 1-

Big-O

Bomber shallow A

Have friends who have done really well on the RC's and 'Traps also.

ive gotta couple of manns. i just never use shallow cranks. a good finnese shallow crank is the bagley honey B. has a pretty tight wiggle for a shallow runner, have had real good luck with em in creeks andponds.

i love the mahns minus cranks . the -1 is amazing runit slow like a wake bait and bass crush'em

I use only two brands for shallow cranks:

Bandit - you can't find a more cost effective and super producing crank out there.  I use the Footloose (wakebait) and the 100 (1-5 feet divers) series, and they work better for all sizes of fish than any other crank I have used.  You'll catch your share of small fish, but I have gotten plenty of 5 pounders on them too.  For their price, they cannot be beat.

Bagley - nice balsa baits, but more expensive and tough to find.  I get bigger fish on my bagleys, generally.  I love the Balsa B's, BB1s, BB2s, and BB3s with square lips (0-4 foot divers).  If you can find the ones with two line ties on the nose, ****** them up, it gives you two different wobble settings, a tight one and a wide one... It's like having two lures in one... I also LOVE the Bulgin B series, (also in sizes 1,2, and 3).  They are wake baits that get crushed!  

I have used Rapalas, and they are great also.  I have been completely underwhelmed with Mann's and Norman baits...
