Judging by the first picture, it looks like the slot slides onto the center "tower" for lack of a better word. The hole looks like it will fit over the "peg" which to me looks like a screw or bolt with the head broken off. My guess would be that the "broken" piece is supposed to hold the slotted plate in place. The slotted plate with the hole appears to be some type of retainer.

I can let you borrow two hundred pounds of gear, more if necessary if you need it to make his boat a submarine.

At the road trip to Guntersville I started calling him William Dinky when I saw his name sticker at the soiree. It eventually got shortened to Dinky.
