George Welcome's summary is "a" reason to use one side or the other. And it is based on assumptions both in fishing style (I personally don't winch my fish, so the science is invalid for me) and also that one can't winch with a spinning reel. So I will have to respectfully disagree with Mr. Welcome.

There is no science behind either - choose which one you are most comfortable with. Most skateboarders skate with their strong foot in the rear; some prefer the other way (this style is called "goofy foot") and still are as good as the best out there. The point is there is no right or wrong here, it's all preference and style.

looking for an opinion on reels
I would contact Reel Mechanic here and see what he thinks it will be to fix it. However for $50 you can get a Shimano Sedona which is a smooth workhorse of a spinning reel.

Is it necessary to have a drying wheel?
Unless you have another way to keep the epoxy from moving around and drying unevenly. Note - I'm referring to rod building so if you are talking bait building, ignore.

Revo???
Nope. And I would recommend you get a Shimano Curado or Citica for some variety. Gives you a feel for the different higher end gear. Personally I think the S is the gem in the Revo line.

Those are just guidelines. You can cast 1/16 lures with a baitcaster - with the hook and grub it'll be more than that so you're fine. Set one up and throw it in your backyard to get a feel for it.

I agree with Dink. I think the S is the better reel but they are close, in my opinion.

All Around Rod Under $60
Bpro Bionic blade. It's normally $79 but tends to be on sale for $49 half of the year, or so it seems. It's $49 now. Good rod but a bit heavy.

Advice wtd for increasing casting distance.
Depends on how light - you can only cast some things so far because of their air resistance. A longer and lighter action rod will help you the most. A full spool like RW mentioned is key as well, but if it's a baitcaster you'll need to do some tweaking as it will be a bit more prone to overrides (not huge, but some).

I rarely if ever mess with the brakes and just use more or less thumb if needed when switching baits. However in your case I think that reel has both magnetic and centripetal so you could fine tune the magnetic. Definitely fine tune the spool tension. Heavier baits cast with less problems so what you're experiencing is normal. The weightless brushhog will be affected by air resistance slowing it down more quickly (than the heavier lure) and thus causing the slight birdsnesting.

Baitcaster Reels Advice
The Citica is nice but I found the Revo S to be smoother, imo. They both have centrifugal brakes. The Bpro Extremes are great because they have both centrifugal and magnetic brakes (which in and of itself isn't amazing but for this price point - $59 on sale for current, $39 for clearance - it is). I have one with a lot of miles on it and just cleaned and lubed it the other day. It still is smooth and solid.

What if he wants to convert what he has and doesn't have the coin to buy new? Superglue is a great idea; also with a slightly bigger hole you can squirt/squeeze in silicon as well; work it in like putty. Also, if you have a friend with a drill press, that will help substantially.

With or without the weiner dogs? Currently I just build for myself; thanks for the praise. I had a heckuva time getting the photos to come out as the gold thread would be so bright in the sunlight that the camera couldn't focus. These pics do not do the rod justice, imo. Of course factor in the appropriate bias I would possess....
