Fuji kw casting guide kit
You talking about the Mudhole kits? I believe the kits are assembled by Mudhole. I see several of your posts on the rod building forum. I think Jim Ising said they're not official Fuji kits. I've built with the KR system with KT 5 running guides. It's a really nice setup.

Rod vs reel
I think it depends on the type of fishing application. Fishing salt water, offshore for big game I'd probably invest a lot more in the reel. Personally I spend more on rods than reels. Fishing for small trout, I've used a 10 dollar reel with a 150 dollar rod.

Resources for a new bass fisherman in the Bay Area
There are several fly fishing clubs you could join in the Bay Area. I know some members fly fish for stripers, LM, and SM in the delta. Another online resource that emphasizes NorCal fishing is the The Fish Sniffer

Trout rod and reel
I agree with Boomstick you don't need expensive gear for trout. Using half your budget or less would get you nice gear. The same goes for fly fishing.

For trout I use a 9ft 5wt and 7'6" 3wt. The 3wt is good for small trout and panfish.

Wow that is CLEAN. It looks great. I have that Alps MVT reel seat. I was supposed to use it in a steelhead/salmon build last year. Maybe when I have spare time and I'm not fishing...

5 minute epoxy sets too fast. I'd use a traditional thread finish like ProKote, Threadmaster, Flexcoat, etc...

Hello, I'm a long time lurker to this site. I'm a member of other fishing forums, and finally decided to join this forum. I live somewhat close to the Sacramento delta and go for stripers. But I want to learn to fish for large and smallmouth bass. I like to fish for trout, steelhead, and salmon. I also like to build my own rods.
