What is the best shakey head that won't tip over when I'm shaking it or hopping it, everyone I try will tip when I shake it

More so the best shape of head without tipping

Spot removers are pretty good.

I like the Punkin' Ed, but I would also check out the Mega Strike Shakey2. I've been meaning to get a pack because everything I've seen and read is awesome.

Be sure you're shaking on totaly slack line. Any tension what so ever  will tip most of them.

X2. I've had nothing but success with Picasso 1/4 tungsten shaky's. 

I only use gamakatsu skip gaps.  they work good and a 6 in roboworm stands straight up with it

Great because you can even fish salted finesse worms on them and this will help force the tail up.

ShakE2 Pro Series

While I like the ShakE2 in open water I really like the Siebert outdoors Zenith shakeyhead. It's a great all purpose head, stands up well, the price is durn good and they go through cover like no other shakeyhead I have fished.

I guess I just don't understand the need for a shakyhead that supposedly stands up at rest. What are the odds that it actually lands perfectly on the bottom and doesn't fall over? It doesn't seem to be an issue when it comes to T-rigged worms that almost surely lay on the bottom at rest. I'm more interested in the correct weight and a sharp hook than head style. I pour my own that are just a plain ballhead with a screwlock and have no problem catching fish with them.

I agree. I've never understood the popularity of the Spot Remover style shaky head. It seems like once it's on its side, your doomed. I like a shaky head jig with some roundness to it so it has a "rocker" action. I like round or football head style jigheads.
