Going to have to narrow that one down a bit. My best swimbait for the money is probably more expensive than a lot of guys would ever consider spending on one bait, and others that fish them almost exclusively probably are much higher than that. Your definition or idea of a swimbait would help a lot too. 

Spit balling here, as others will be able to provide much greater insight (or search for already posted info)

 

$30<: BBZ1 Swimbait + rat, Savage Gear Line Thru, Hudd 6/68

$30-50: Hudd 8, MS Slammer, S-Waver

$50-500: Triple Trout, Suicide Glide, Gan Craft 178

$100>: Slideswimmer 175 + 250, Bullshooter, Roman Made Negotiator + Mother 

I have probably left out a good dozen that kill it, but these were just the first that came to mind.

For the best bang for the buck Savage Gear's stuff is pretty hard to beat. I'm not a fan of Okuma's rods/reels but their Savage Gear baits have really made swimbaits affordable for people looking to get into it.

Other options I'd look at are the LuckyCraft Real Bluegills, River2Sea S-Wavers, and any of the stuff by CL8 Baits.

Define what you are referring "swimbait" to.  Swimbait is just as generic as saying "best soft plastic worm".  There are 100's of options for worms that are used for different things.  Same goes for "swimbaits", "jigs", "topwater", etc..
