I am going to be buying shortly just a cheap $30 spinning combo from Walmart for finesse fishing,  and pond hopping...

Well the answer might be all three...Some good all-around line is Seaguar InvizX & AbrazX; Yo-Zuri Hybrid; Izorline; P-Line and Sunline Defier Armilo and of course, the very populat Trilene lines XL & XT.  For economical braid I like Sufix 832, but lots of guys like Power Pro. Top of the line is Seaguar Smackdown..

I would go 10-15lb braid with 6-10lb fluorocarbon leader. On the baitcaster, I always run 15-30lb braid with 15-30 fluorocarbon leader. That should cover you for almost any fishing type i can think of possibly excluding topwater because fluorocarbon sinks. To fix this you can either use straight braid or use a mono leader

Keep it simple, mono for both.

Honestly mono is still the most versatile line out there. Fluoro is great for deep cranks, hard jerks the size of a pointer 100 or bigger, rippin' lipless cranks through grass, and many pitchin/flippin applications. I only use braid for frogging, punching, and for smaller soft jerks. Mono does the rest for me, and does it with great effectiveness.

I think a lot like Iceman.  Mono or co-polymers are on the vast majority of my reels.

Braid will cause less line twist on a spinning reel.  You can get 10# braid with an equivalent 2# mono diameter.  Others are 4# equivalent.  I still prefer mono, tho.  Give 12# Spiderwire Ultracast Ultimate Mono or Silver Thread AN40 a shot on the baitcast reel.

IMO, there's no BEST well rounded line for both spinning and casting applications. A lot of my setups have mono-backed braid connected to a hybrid floro nylon leader but I also have a lot of specialized setups 

If I could only take one setup -- I would use braid as the main line then tie on leaders if necessary (super clear water or if a 'shock' absorber is needed). I have found that braid gives you the hook setting power on the long casts, especially when bank fishing with plastics. Plus it casts and handles so much better than most mono type lines. But, I'm sure this is one subject almost everyone has a different opinion on.
