Big fish eat small fish. Anytime you can present an a rig is a good time to fish it.  Arig excels in structure fishing not cover(Ledges, channels, ridges, dams, Creek vends etc.  Not pads docks timber grass.    That being said I have caught fish on big spawning flats ready to pop.        IMO.! Regards, dumb ol boy from Texas that snags a good one every now and then. 

For whatever reason The Rig is not productive in the summer, at least here in the Mid South.

In Oklahoma the best time to throw them is now.  I don't throw it much after the water reaches around 58 degrees.  I feel there are better presentations.  As far as throwing in the fall, I don't do that much either.  A spook style bait is a big fish catcher for that time of year.  I don't know where you live so I'd say the colder the water the better. 

When the water temps are in the 40's to high 50's. Basically, anytime you'd fish a suspending jerkbait you can catch them on the rig.
