When is a good time to use a horny toad and what colors work best

Water 70 degrees or warmer, near banks, wood/brush, and especially on matted vegetation.

You could still fish a horny toad in your area. I was catching fish on a buzzbait just last week and I'm a ways north of you. 

I like the chartreuse belly and dark green back but honestly I don’t think it matters a whole lot most of the time. The ribbit brand ones in all white have worked well for me also 

I fish the Horny Toad in summer, mostly in the early mornings and just before the sun goes down. Great bait but I throw it on an unweighted hook so I mostly throw it with spinning gear. At my local lake the weeds grow to the top and form mats. That is where I get most of my hits.
