how can this happened? there are at least two more person on the boat, and also the boat was not running. That is so confusing. That is sad story and my condolances to his family and friends.

I will assume it was a drowning. It doesn't take long for a panicked person to get water in their lungs and it's a tough situation at that point to make a recovery. I have been on a boat where there was a man over board and he bout had a heart attack and he was 20 years old and in great shape so we were able to get him back in. Imagine an older, heavier person, possibly wearing extra clothing and the scene changes.

My father in law died stepping out of a boat. His foot slipped on the gunnel and he hit his head on the dock.
