usually do frogs perform better when it's raining or when the sun is beating down and they are tucked into the cover

I’ve had success in both scenarios

I prefer a light to medium rain which causes a overcast sky. I do fish a Frog some every time I am on the water

for me both. 

I like both as well, and that what I intend on throwing this Saturday for the derby I'm fishing as light rain if forecasted for the morning takeoff.

They can work in both scenarios. During high skies, they're normally held up in the shade and when it's overcast they'll get out and roam a little more. If it's raining, I feel the fish have a tendency to target food above them, whether they're looking up from the surface disturbance, or if they're just more aggressive in general, but I've had great success during both conditions. When it's raining, I will work it further away from the edges of vegetation, and I'll also throw it around other cover opposed to the high skies where I usually only work them over vegetation and a foot or two past the edge. 

I’ve had better luck with low light fishing a frog. There are exceptions. Once I found a little pocket where the bass had corralled a bunch of shad. Middle of the day , not a cloud in the sky,  hardly any cover in two feet of water.  I tore em up. Weird. 

There seems to be more “unwritten rules” about Frog fishing than any other technique. 
* Best only first thing in the morning 
* Hardly ever in open water 

* Almost never in deep water

* Cast as far back as you can and work your way out

* Bite dies when the sun gets over the trees

 

When it’s on it’s on. 
Make it a staple of your rotation regardless of what seems “usual”
