Actually I don't believe fish can smell Powerbait plastics, though we can for sure. Power bait works when they bite it and taste it and hold on longer. Why I will apply some Pro Cure if not getting bites. Maxscent will release scent and have the powerbait taste. And Gulp is water soluble, but I don't really use Gulp because it just sinks like a rock and doesn't have the bouyancy of plastics. But yeah, just bring some water almost to a boil, and swirl the tail around until it gets soft and kind of sticks to itself

I've seen some pretty good underwater camera videos of bass, especially smallmouth, follwing baits. 

 

In clear water especially, they follow baits a lot.
