You pretty much completely missed the point! The reel is mounted on what appears to be a broom handle!

Never done it, but I've seen it, although never with a reel before.

It's not uncommon for specific applications to wrap a reel to the blank for design purposes...

wrapping a reel on a blank, yes, I've seen that, but never just a pole like that guy appears to have done.

Gives new clarity the next time someone says "rod X's action is as stiff as a broomstick"....

It looks like a blank to me...  just dull where the hands typically go... as in he may have just worn off some of the shine.
