You can get some nice pontoons at cabelas from 300 to 500.00 that you can use with trolling motors. They would be a lot lighter and easier to transport than what you are proposing.

I've heard that rods stored horizontally will have a tendency to warp . I personally don't know because I store all my rods in a vertical position.

When I bank fish , I use a fishing vest with differant size pockets in it. I use small plastic boxes to put all my lures in the vest. I carry cranks , spinner-baits , plastics, extra spools of line and everything I need to rig my plastics with. All my big tackle boxes stay at home. It works for me.
