It doesn't. pH at 15C is the same as it is at 20C or 25C. Temperature is not a factor in pH. pH is a measure of the availability of positively charged hydrogen ions in a given solution.

7 ;D The 7.62x54R cartridge is not as 'potent' as the .30-06. The .30-06 cartridge features a longer case (63 mm vs 54 mm) and therefore the capacity to contain more powder and produce more velocity and energy. A 7.62x54R cartridge loaded with a 180 gr. bullet will chrono around 2600 FPS with approx. 2750 ft-lbs of ME. A .30-06 loaded with the same bullet will chrono at approx. 2900 FPS with approx. 3300 ft-lbs. of ME. If one had a newer rifle chambered in 7.62x54R, with handloading you could approach the ballistics of the .308 Win (7.62 NATO). But I wouldn't shoot anything but light handloads in a Nagant.

I don't run, I will the earth to move under my feet. This is an issue that has really hit home with me this year. My wife's aunt, my supervisor's wife and my best friend from school have all been diagnosed with breast cancer this year. If I can't walk three miles to help the cause, then I'm not worth two bits in a sack. Seriously guys, donate to your local Susan G. Komen Foundation branch. A little goes a long way. Save Second Base!
