$350 plus a tip is pretty much the going rate. Without references from someone you know, it's impossible to tell exactly how the deal works. I have had GREAT guides and even with references, terrible ones. So, trry to get a referral if you can.

I don't know about Oregon, but 4-5 is common in Erie, St. Clair and Lake Champlain. In the Mid South, 5 lbs is consider a "good fish". My friends keep a running account of 5+ fish; our best year was 52. There have only been a hand full of 10 lb smallmouth ever reported. I netted one for my friend, Speedy Madewell! Anyhow, the northern lakes produce HUGE numbers, but we have a better chance of catching a monster.

We'll see how things are going, but in the spring there is no particular advantage below the dam unless you are targeting stripers. The smallmouth "action" you hear so much about is below Wilson, not Pickwick. If that's hot, we might make a day trip up there with anyone that's interested.

Nice fish, great pic! Unfortunately, scales tend to cause fish to lose weight. Most 'bout 7 or 8 are ~5. Unweighed 5's are usually 3-4.

For weightless soft plastics, I prefer a M/F spinning rod. For weighted soft plastics and jigs, H/F baitcasting tackle. Also, I like 7' rods.

Fish the outside edges. In addition to your spinnerbait, you migh try a swimjig, soft swimbait, GYCB Kreature, Smokin' Rooster or Space Monkey Rage Rigged and the new Rage Tail Menace rigged with the tail vertical. Crankbaits are another option.
