I have heard of bass being caught on topwater after iceout, but there are more productive ways right now like you said. Try the new lures anyway

Find an area that is similar to an area on a lake you know well and fish your strength

Maybe they are looking for a certain weed in the water or clarity. You don't need to see a bass to catch them. I hate when I can see a bass but they don't bite. Keep fishin

I think bass would eat a perch before a bluegill because of their shape. Thats my intuition.
