Yes, registration should be transferred upon change of ownership. That said (and it's been a while since I bought a boat that had valid registration), you should be able to transfer the remaining registration.

Look at two items. The swivel and the hook. Far too many spinnerbaits feature a cheap swivel that will stop turning after 2-3 uses. The $6+ Strike Kings aren't bad, but their cheaper models suck. Booyah is about the same.
