Soft Plastics/light Lures On A Baitcaster?
In the context of this Forum the question usually means a rod & reel combination for $100 or less. Sometimes it means a reel or rod for under $100.

Jika Rig (Jig Rig)
No. The Jika Rig will tend to keep your bait just off the bottom when you move the lure.

Blind Rod Test......
Well, I'm not sure what a blind test would prove. The real test is how the rod performs over time. After fishing equipment for a day or two, subtle differences can make a HUGE difference and be very noticable.

Flukes/floating Worms Do Best With Flurocarbon Right?
Well, I don't know if you will actually notice much difference in terms of stretch, but what is important is the the bow braid has when fishing some bottom contact baits. Weightless soft plastics are probably the best example. In this example, fluorocarbon is significantly more sensitive. For weighted plastics and jigs, the braid or braid with a leader might be a better choice, but lots of guys hate braid! Fluorocarbon is always a candidate for me except for fishing treble hook lures. For trebles I fish monofilament line.

Seaguar Abrax Flurocarbon
InvizX #6 or #8 is a better choice for spinning gear. #12 AbrazX is my recommendation for baitcasting equipment.

2015 Unofficial Road Trip (Also Known As The Baked Potato Classic)
Well, I will actually have limited contact with customers, except friends of course. My job is managing and motivating the staff, keeping the store in "showroom" condition and dealing with problems. An immediate challenge is becoming more familiar with in-store branded products.

Delaware River Striped Bass
We have been catching a few monsters in the Tennessee River on the Alabama Rig. Last spring I caught a 38 lb striper using LFT Live Magic Shad on the outside arms, a Johnson Silver Minnow in the middle. The fish was caught on the Silver Minnow.

Topwater Baits With Treble Hooks??
Not really. Maybe a little more distance with the longer rod. What might sound odd, I don't like the PR844C for working jerkbaits even though the techniques might seem nearly identical. If I were carrying just one it would definitely be the Avid.

Soft Plastics/light Lures On A Baitcaster?
Yes you can with the right equipment, but lighter lures are generally easier to fish on spinning tackle, especially for those fishing "affordable" gear. Based on some of the gear you have mentioned in other threads, I think it will be very challenging to meet your expectations with baitcasting equipment.

Topwater Baits With Treble Hooks??
A specific example is my dedicated jerkbait rod. This is an Avid AVC66MF with a soft tip. For top water I use a popping rod, G. Loomis PR844C, Medium Heavy Power/ Fast Action and a soft tip.
