So, it's a long arduous story so I'll save you from the boredom. 

 

Can a 1600cc (50hp), rear wheel drive Baja Bug, pull/launch a 14' fiberglass bass boat?

I can't answer your question. How steep is the ramp? I will say that there are things that can be done that should not be.

Too many variables. Sure it would pull it; may even go uphill. I'd be white-knuckled going back down the other side though. As far as ramp action, again, too many variables. (degree of ramp, wet or dry, driver ability has a lot to do with it too).

I have seen a non-baja bug , 1970's VW beetle launch a small 13 foot fiberglass boat at Castaic Lake in California .  I took a video of it cause i was so shocked.  unfortunately i don't have the video.  that ramp is also very steep. so yes its possible ,

Riding mowers can do it ive seen them launch 20'CC.you can do anything if you try.but that dont mean its safe or efficient.

My buddy built a hitch for his motorcycle, wish I had been there to see the launch. Didn't work out the way he planned.

I can see the rig dragging the cycle to Davey Jones' Locker.

Light vehicle the angle of the ramp with a heavy boat forget about it. My jeep wrangler wouldn't do it.

Remember, 60hp Jeeps were used to pull trains in WWII.

It's not so much about horsepower as it is gear reduction and torque at the wheels.

Overloading the platform is a concern. A CJ5 with a 304ci could pull a travel trailer, in theory. In reality, the platform couldn't stand up to the anti-sway equipment.
