That is absolutely correct. Walleyes spawn shallow mostly in current or streams & rivers. You can walk across the water on their backs when they are staging for spawn.

Have you looked at the st croix legendXtreme. XC72MHM-7'2" MH Mod 3/8-1oz? Or the XC711HMF-7'-11" H Mod fast 1/2-2oz? Pricey rod for cranks but they will get the job done.
