Lipless Crankbaits for Smallies
I haven't caught that many smallies on a lipless but the ones I have caught came on a chrome/blue back/orange belly 1/2oz Rat-L-Trap.

I would probably go with the American Rodsmith's, mostly because David Fritts "the god of cranking" designed it.

to frog or not to frog. that is the question
Are you sure? because almost every lake/river/puddle I've been to has frogs in it at one point. But even if it doesn't you can still be successful with frogs. This is because a soft-plastic frog such as a Stanley Ribbit is pretty much just a super-weedless buzzbait that can be thrown almost anywhere. Look for matted vegetation, lilly pads, or any other type of cover and buzz a frog across it.

Monofilament vs. Flourocarbon
P-Line fluorocarbon is pretty good and I've heard good things about the new P-Line Halo fluorocarbon. But I am now in the process of converting all of my reels to Seaguar Invizx, this stuff is amazing, it has virtually no memory, is pretty much invisible, and is veeery sensitive.

Absolutely, I now use Seaguar and P-Line fluorocarbon for all of my crankbait, spinnerbait, and bottom fishing. The advantages of fluoro over mono include less stretch, increased sensitivity, and it is almost invisible underwater. One thing that you can do to save wasted money and time is to STAY AWAY FROM BERKLEY VANISH!!!!!! that stuff is pure crap, it has an insane amount of memory, very low abrasion resistance, and weak knot strength.

You know you've got it bad when...
It aint quite hard water here in Virginia but its about as close as you can get. The last 3 or 4 weeks its been in the lower 30's, at one point it was down to 8 degrees, so I haven't hauled any bass in a good while. But I have been keepin busy by tying up new flies, making a couple jigs, casting off my deck, and I even designed a few new baits that IMO are absolutely awesome 8-). Maltese, I did a little dog fishin too. I got about 12 feet of 60lb braided line, tied it to a little cane pole, tied a beggin strip to the line, and annoyed the crap out of my dog.

After reading kbkindle's thread "come back lure" in the smallmouth bass fishing forum it reminded me of a small pond that I fish a lot in the summertime. The cool thing about this pond is that about half of it is choked with pads and weeds and the fish stay active all day long, chasing bream, crawfish, and dragonflies. And pretty much the only way you can catch fish there is to walk around the pond with a flippin' rod and when you see a fish break just pitch in there with a t-rigged sweet beaver or a jig. My best day there was 4 fish over 4lbs and 2 around the 5lb mark. I just think it is kind of strange how you can cast all day and catch one or two fish but you can load up if you just wait until you see the fish.

green pumpkin and watermelon
I'm not exactly sure what you are asking, but those two colors are what you would call the basic colors. They will work anywhere in the country at one time or another and are very effective at times. It all depends on what the fish want.

best thick mat lure
When faced with moderately thick mats I like a 3/4oz Terminator Grass jig in watermelon or junebug, but when I need to get through the real heavy mats I like a Reaction Innovations sweet beaver or smallie beaver with a 1 1/4oz tungsten weight. Also, don't forget about running a Stanley Ribbit over the mat a few times, there is nothing sweeter than setting the hook into a hawg that just slurped your frog down.
