I found a spot with many rocks, chunks of concrete, and an old culvert all under water.   I happened upon this spot channel cat fishing.  Caust a nicne 2 1/2 pond small mouth there with a minnow under a cork.  I tried weighted bullet jigs but kept getting hung up.   Any suggestions on lures that can get down in the rock and concrete without getting hung up?

I have really come to like fishing the Siebert's "Mini Jig" as of late, have fished it in some chunk concrete/rip rap areas and it did really well...

 

Seems to be a great size for Smallies too...

If it is deep then a wobblehead or swing-head jig. The football head shape is good around rocks. How deep is the spot? If it is shallow then a wacky rigged senko would probably work well. Also staying above the snags with a swimbait or jerkbait would likely also produce.

Many years ago we caught a lot of smallies on Johnson silver minnows/white pork rind-probably still would work.  If no pork, a small white grub.

I hate broken concrete.  The lightest ballhead jig you can effectively fish is best at coming through for me.  @Goby's rec looks perfect.  This is the one that serves me best on the great lakes.

Fishing from the bank with a jig in chunks of concrete left over from construction is difficult due to rebar etc. If you choose a jig use a lighter weight 1/4 oz or less and don’t let it settle into the structure elements to reduce snagging.

I suggest using a 4” or 5” Senko weedless, weightless, wacky rigged.

tom makes a good point,whichever jig you choose you want it heavy enough to just reach bottom not crash into it and bury.

Softwater and I fish the same water and that busted up concrete produces lots of snags.  I lose a lot more gear locally than when I go up north and fish natural rocks.   Check your line often.  Sometimes I am checking it after every cast.  I've gotten to the point where I barely throw dropshots in that stuff since breakoffs are so common.  Neds, Nekos, and swimbaits retrieved right off the bottom are what I primarily use.  Those jigs Softwater recommended are the best for busted up concrete.  Good luck.

It's a love/hate relationship LOL 

 

Fish love it! There are some port towns I fish with lots of rip rap banks comprised of broken up concrete, likely once sidewalks they tore apart, etc... In several days of using these jigs there now, have only lost one to a snag and have not been careful where I threw them at all. 

 

The Strike King Ned Craw makes a great trailer, not cheap trailers but so far they are really durable so last for several fish, sometimes all day.
