Chatterbait, Spinnerbait, etc. Rod and Reel?
For those baits I would look at the Daiwa Tatula 7' 2" MH/R rod, it is a great rod for these types of baits and it is also a great swim jig rod.

I prefer a MH/MF action rod, length is up to you, I currently use a Daiwa Tatula 7' 2" MH/R for spinner baits.

Anyone own the Tatula 7'1" MHXFB
I have this rod and use it for fishing jigs and T-Rigs exclusively. It is an outstanding rod for the techniques you have mentioned.

Best reel near 120 dollars
Lots of great reels mentioned, but I would take a look at the Pinnacle Optimus LTE, the Daiwa Tatula Type-R is the reel I use and you can occasionally find them at a great price as Evan K posted

Swimjig
I have great luck with swim jigs and chatterbaits and I always use a trailer on both. For swim jigs I use 5/16oz North Star Baits Original Swim Jig and for Chatterbaits I use Bluebasser86...for trailers i use either Reaction Innovations Skinny Dipper or Big Bite Baits Cane Thumper...

Chatterbait Trailer
You can basically use any type of trailer on a chatterbait....my preferred trailers are Reaction Innovations Skinny Dippers and Big Bite Baits Cane Thumper.

Smith And Wesson M&p Shield
I am not a fan of the S&W M&P Shield. A couple of my friends have them and love them, I have shot them several times and just don't care for them especially the trigger. I have a Ruger SR9C and in my opinion it is a pretty decent gun. But my gun of choice and every day carry is the SIg Sauer P320 Compact with the small frame in 9mm. The trigger on this gun is just amazing.

Hank Parker Spinner Bait
I was wondering the same thing, Hank was using bands for braces. I don't think they have quite the stretch and pop of a regular rubber band. These are a brand new spinner bait designed by Hank Parker and they just went on sale yesterday on his web site only at the moment.

On a budget rod
There a lot of rods in that price range and everyone will like something different. You will just need to try and handle as many of the rods in that range that you can. I am Daiwa guy so I would look at the Tatula or Cronos rods.

Fluorocarbon line unraveling off spinning reel
12lbs fluorocarbon is just way to much for a spinning reel. I would drop down to 6lbs or 8lbs line.
-
Crankbait rod decision
I would look at a rod in the 7' range and in either a M/MF or MH/MF.

Hank Parker Spinner Bait

Line for jigs.
I use Daiwa Samurai braid in either 40lbs or 55lbs and will use a leader when the situation calls for it. I would stay in the 40lbs to 55lbs area no matter which brand you choose to go with.
