Lots of pent up fishing energy when the lakes freeze in the winter.  I have been picturing making a rack like this for some time to better organize the growing arsenal.  While no one would ever confuse me for a carpenter, i'm pretty happy with how it turned out.  I would change a couple things, namely grain direction, on version two.

If you want to make it fancier, you can cut both side support into fish or whatever shape with band saw or hand saw. You can also drill 1-1/2 hole with forstner bit on the bottom board aligned with hole on top(3/8 deep giving that you use 3/4 plywood), so the rods won’t move sideway when you put it down.

I thought about doing something more interesting for the side panels, but since this will live in the garage for the extended future, I didn't want to go too over the top with designing it.  

 

I did use the forstner bit for the base as you described.  It works well except for the big handle butt on the Okuma SBX!

Good work.  I had a friend give me a few racks from a store going out of business that were used to hold individual golf clubs.  Same concept.  The only difference is where the rods are held in by the rack there is green felt which also helps protect the rods from scuffing.  

Thanks for the idea.  That is a better rod storage system than what I've currently got.  I can adapt that design to my situation.   I'll buy the stuff soon and than I've got my first summer rainy day project all ready to go.

Only one thing I would add to make it perfect - a lockable door to cover up its contents so a wife/significant other can’t see all the rods you actually have bought

The liner is a good idea.  I plan to do the same, but haven't settled on a material yet.  I envisioned some foam-rubber material, however when I found what i was looking for in a big-box store it was $6 which was out of the scope of this project! Not to mention it was for 100X the material that I needed.

 

I had considered the loop side of a velcro strip.  But all I have laying around is white, and i'd prefer black...

 

Felt is a good idea.  I can probably find some scraps of that around that I could use!  Thanks for the suggestion.

You could also cut and slit some rubber radiator hose or rubber fuel line and glue it in there.
