Well according to the city I tampered with their water meter when I tried turning the water off.

 

Apparently if you need your, excuse me, their water turned off you must call them to turn it off & when I'm done replacing a $5 value call them to turn it back on!

 

My family has been in the construction industry for well over a hundred years & I aint never heard of this.

 

I promised them I will have a shutoff valve on my side of their meter!!!!!

I could see that coming..not surprised at all.

That’s the norm up her so I’m not surprised either, then again our city water is always 4’+ deep and requires a special key at the curb box to shut it off. There’s always a shutoff just after the meter so no one has to deal with the city like unfortunately you have. 

In the town I used to live in, you were lucky if the town guys could even find your curb stop.  And if they did, most of the time, one valve was used for two or more houses.

Unless you're the idiot who did my kitchen sink before I moved in - it's 'backwards' and I haven't gotten around to swapping it.
