How many batteries do you have on your boat? Sound like you only have one. If it is a deep cycle battery you can hook both your outboard and electric motor to it. That is how mine is hooked up. If it is a cranking only battery do not do it. A cranking battery will not last very long. If you have a cranking only battery you will need a deep cycle battery to run your electric motor. www.batteryfaq.org

I would go with the max the boat is rated for. You can always throttle back if you are going to fast.

boat insurance ? - the cheap stuff
Depending on HP of motor, usually under 10, you maybe covered under your home owners insurance. Other than that boat insurance is relatively cheap. Mine is around $150 or so a year for a 16' 40HP v bottom aluminum boat. I just got through the same people my car and home owners in through.

I am not sure. They ask for the PA registration Number on the form. I would email or call the NJ Boat people to see if they have an equivalent. Maybe the coast guard can help.

Livewell/Pump Winterizing
I agree. I have done that for years and never had an issue. If there is no water there is nothing to freeze. Even in my camper I only blow the supply lines out is compressed air. The drains are big enough that any left over water will have plenty of room to expand and not break anything if it freezes.

Winterizing a small outboard
If the motor is used a few time every year I would not change the pump. What ruins an impeller quickly is when they sit and dry rot and then run. They fall apart real quick. It is peeing real well at idle I would not worry about it. Changing the gear box oil is easy. so is winterizing. There are few threads on here that should help you save a few bucks by doing it yourself.

Changing the oil is easy. Getting the gearbox off and on again can be difficult. When was the last time your water pump was changed?

New Prop question
That is the maximum allowed. What is your motor turning? You will be surprised what can be done to a broken prop. to get it like new. I have knocked of half of a blade and they made it look like new.

I would get the option. My tiller has the start button right on the side of the cowling.

How much to sell my Evinrude for?
In some areas, NJ for example, they have a lot of lake that are 10hp and under. You may get $900 for it. In places where there are no restrictions $650 maybe all you get. it is a 12 year old motor. NADA has average retail at $495

Looks like a good setup. I have some questions. what is the service duty of the solenoid? They are used to start motors and are usually on for a few seconds. Will it over heat after a few minutes of being energized? How much current does the solenoid draw? will it cut down on your run time?

I believe they are sealed and will loose their water tight integrity if opened. I would also think that if they could be repaired it would cost almost as much as a new one.

I would insert and wooden dowel covered in silicone or 3m 5200. Then I would use fiberglass resin over it on the outside and inside.
