Unfortunately, there's very little (if any) factual information on who "invented" a swim jig. Only claims. The swim jig was been utilized in the La Crosse, WI area and the pools above over 30 years ago. Tom Monsoor and Jimmy Johnson popularized swimming a jig through shallow river vegetation after the cat was let out of the bag as to how and why there were winning so much. Yeah it will work. when you get that low, the rod becomes a very intricate part of the operation. I would personally rather fish the 701 /w those tiny weights due to the fact it will load much easier. Being you don't want a whippy rod though, the 702 will suffice just fine. Both will protect 7#line fine.
