So we have had 4 straight days of heavy rain. Tomorrow is the first break, partly cloudy with a high/low of 54/35 with a 7mph wind. Do you think it's worth giving it a go? I'm slowly falling into the department of taking winters off. Not completely but definitely cutting way back until the weather improves and the bite picks up.

Not sure where in the country you are so tougher to say. But:

 

1- it’s always worth going fishing. If you think you’re not going to catch anything, then pick a lake that is secluded and easy access/launching. If you’re going to blank, make it in a pretty place without the aggravation of people. 
 

2- you can’t learn anything sitting on the couch.

 

3- water temp is more important than air temp.

It appears that you've been around the BR forums long enough to know the answer to the question, "To fish or not to fish?" There is but only one correct answer to that question in any context ???

 

But seriously, I think the question is probably "where" should you fish, not if. Winter is always hit and miss because of the shorter feeding windows. But after heavy rains where I fish, the water tends to get really muddy. Not stained - muddy. Really muddy.

 

So, if I fish in those conditions I'm looking for cleaner water coming from feeder streams and the dam., especially near drop offs. I'll hit shallower waters first hoping it's feeding time for bass, then work my way out to the drop offs.

California most of the lakes are closed do to severe debris in the water and roads washed out. Dirty cold water isn’t worth going. Imo. Wait a week and things settle down and open back up.

Where I live, in the winter, if you can fish, you should fish.  You never know how it's going to be until after you've tried it.  But it's rare to find days where the weather allows for winter fishing (unless you're retired), so if the weather permits, it's worth it to fish.  Because it might be another two months before you get that opportunity again.  

 

Winter fishing is all a bit of a lottery.  The only real way to increase your odds is to increase the number of times you play.  You'll lose more than you win.  But the winning is still worth it!  

Sometimes I intentionally go on what would be considered tough days, just to see if I can catch fish.  Sometimes it works out, sometimes it doesn't.  Still, I don't think I've ever been out there and been like, Oh man I shoulda just stayed home and cut the grass. LOL

Without knowing if the OP is in Minnesota or Alabama there is no way to make any suggestions, could be anything between spinnerbaits or calling that girlfriend you promised your wife you'd never contact again...

OP.  boat, kayak or from shore.  local easy to get to spot.?

 

i simply dont do well after big storms. the turbidity is not good for me and bass fishing.

I'm located in socal, Riverside area.

 

Weather was not just raining but cold and windy, (wind advisory) past few days. 

 

Been around BR long enough to know to listen to WRB.... I stayed home ?

Probably a smart move.. Cold, Muddy water is the toughest water to fish
