Anyone know what this is? I feel like it's either Rebel or Creek Chub but can't find anything like it.

Almost looks home made.

I think LazyIke made a popper that looked a lot like that, but I can't be certain.

Looks reminiscent of a rebel, but something does seem a wee bit off for it to be a rebel.  Maybe @moguy1973 is right about it being homemade.

Looks like a Lucky 13, but it doesn't have the normal hardware like most (all?) of their lures, like a spook, torpedo, etc. I think they've always used that. Line tie is in wrong spot too.

Heddon or Cotton Cordell are my 2 guesses. I will defer to the experts on older baits.

The bottom lip doesn't appear to extend out far enough.

I have old ones from grandfather that are like the Lucky 13, but wood and say basser on the bottom. There was another one from Heddon that had that mouth, but was called something else and was more medium sized. It was a plastic lure tho, from the late 70s or early 80s.

I'm going to guess Bill Norman popper . The cigar shaped rear like a Zara spook is the design Norman lures used .

The shape is very similar to a Cotton Cordell Chopstick but I believe those were plastic and they had textured sides.
