If you're low on income have you tried braid with a fluoro leader? This will save you a lot of money. Braid lasts a long time on a reel and one filler spool of some good fluorocarbon will last you a while too. I have only used Red Label and it was alright from my experience. Used it without KVD Line and Lure and it had some stiffness to it, but I'd imagine if I sprayed some on that would've gotten rid of the problem.

Get away with the lightest weight possible. 1/8 oz is fine for that depth. The 10" worm would weigh a tad bit over 1/4 of an oz, so with the 1/8 oz weight you're around 3/8 of an oz. I'd throw that with the baitcaster

If you're throwing the 1/8 oz with 7" worms use spinning gear, if you're using a larger weight and the 10" use the baitcaster.

My money would go to a Powell too. They are very good rods for the price.

For some reason I have never caught a fish on straight braid (except frogs), even if the water is stained like it is here. Wish I could, I'll keep trying this upcoming spring
