Interesting...what defines that?  Number of shanks or number of actual hooks?  Probably shanks.  I'd just remove the middle treble if it is shanks.

Seems like a well thought out, practical law. Like most in California. ?

If I put that lure where I normally put my buzz baits I wouldn't get one handle crank before it would be snagged on wood.

You could fish that in open water, along a sea wall, rip rap shoreline, down a bank, against a dock or walkway

not every lake has weeds and I'm pretty sure the purpose of the lure is to catch fish

I was wondering how you got that offset worm-hook attached as a trailer then I noticed this is a  barbless bait .

Pretty sure that would be illegal in Missouri too.

Except in a tournament...all my hooks and lures are barbless.  Just a thing for me.

I'll bet the OP's been smiling since he started this thread. No one would be playing the game if it was 4/1.

The Hillbilly series in Pearl White - just my luck most of those hooks would end up in me instead of the bass !

Yep.  And yes this for open water ONLY.  Working parallel to shorelines.

Can you image trying to get that unhooked from a fish…. Dangerous for fish and fisherman or fisherwoman to be politically correct.
